What is the SASO SABER Certificate of Conformity?

To clear customs in Saudi Arabia, all imported items must be accompanied by the required export documentation, including a SASO Certificate of Conformity. This certificate verifies that the product has been reviewed and meets the quality and safety standards set by the Saudi government. It acts as a passport for customs clearance. However, Saudi Arabian customs officials retain the right to conduct additional testing and inspection of the imported goods upon arrival, even if a SASO certificate has been issued.

Overview of SASO Certification Requirements in Saudi Arabia

In Saudi Arabia, a SASO Certificate of Conformity is necessary for clearing items through customs. This certificate verifies that the items comply with the quality and safety standards set by the Saudi Standards, Metrology, and Quality Organization.

The SASO Certificate of Conformity can only be issued by an authorized 'Certified Body.' SASO has designated these organizations to issue Certificates of Conformity as part of their certification process. All products require a SASO Certificate of Conformity, except for those in the following categories:

  • Food and agricultural products
  • Crude oil
  • Arms and armour

How to get a Saber certificate?

The Saudi Standards, Metrology, and Quality Organization manages the Saudi Arabian Product Safety Program, known as “SALEEM” (SASO). As its name implies, SALEEM is focused on ensuring the quality and safety of products sold in Saudi Arabia. The term “SALEEM” signifies “free from risk or harm to the user, the community, or the environment.” To achieve this, SALEEM utilizes the online SABER Certificate Saudi Arabia system to ensure that all shipments and products comply with the program's requirements.

Product Certification of Conformity

To obtain a product certification of conformity, the following procedures must be followed:

The certifying body will then review the shipment certificate of conformity for each regulated product.

Initially, information about the importer’s products must be entered into the SABER system.

When an importer requests certification, the certifying body can access the SABER portal to verify the data.

SABER then issues the product conformity certification, which is valid for one year from the date of issuance.

Through its platform, SABER, also known as Saber Certification Saudi Arabia, enables the electronic acquisition of the Certificate of Conformity and Certificate of Shipment Conformity required for the admission of domestically and internationally produced consumer goods into the Saudi market. The hub’s goals are to protect businesses from fraud and make sure that customers may buy products without being concerned about their safety. Prior to bringing goods into the country after January 1, 2019, importers must register the regulated commodities in SABER, choose one of the certifying organisations permitted by SASO SABER Certificate, and enter SABER. SABER thus provides two unique certificates to certify goods and transportation.

Customs Portal for SASO Saber Certification

SASO SABER is an online verification tool that connects importers, SASO-approved certification companies, Saudi Customs, and other trade authorities in one centralized platform. Developed by the Saudi government, this program aims to expedite the approval process for incoming shipments, reduce counterfeiting of consumer goods, improve product tracking, and increase the availability of products that meet the standards set by the Saudi Arabian Standardization Organization (SASO). With SABER, pre-shipment inspection and certification of compliance are no longer required.

Accreditation for ISO 17065 Product Certification Bodies

ISO 17065 (ISO/IEC 17065) is the accreditation standard for bodies that certify products. Designed for organizations providing product certifications, this standard applies to tangible goods, services, or procedures. Certification bodies, such as Sanyog Conformity Solutions, grant businesses the authority to promote their products with official seals of approval. This seal provides international customers with confidence that the products or services they are purchasing have met established certification standards.
